# clsStandardPolicyHeaderHelpTextCollection

`clsStandardPolicyHeaderHelpTextCollection` is the standard header help-text implementation for this library. It loads the `POLHD` help-text application once, then exposes per-field text and per-association description text for the current provider.

## Purpose
- Provide the policy-header labels and contextual help text used by header consumers.
- Translate distinct header association types into `POLHD_<code>Descr` help-text keys.

## Behavioral notes
- The underlying `clsHelpTextCollection` is cached in a `Shared` field.
- Blank association-specific help entries are filtered out of the returned list.

## Constraints and usage notes
- This type relies on the `IPolicyHeaderDataProvider` to supply the distinct association types currently relevant to the header.
