# clsLegacyIDBase

Provides the shared legacy-ID allocation pattern for bill-domain business objects that inherit from it. Derived classes declare a `LegacyIDType`, and the base helper requests the next corresponding legacy sequence number.

## Purpose
- Requires derived bill objects to declare which legacy ID type they use.
- Retrieves the next legacy sequence number for that declared type.
- Tracks whether the object is using a legacy-generated identifier.
