# User (legacy helper source)

`User` is a small helper type retained in `User.vb` that composes a local composite identifier from policy and business-online user input.

## Purpose
- Create the local composite identifier used by the legacy helper source file.
- Reject oversized composite IDs before the caller can persist or transmit them.

## Public members

## Behavioral notes
- The helper throws when the concatenated identifier exceeds 16 characters.

- The current project file does not include `User.vb`, so this helper is documented as a retained source artifact rather than compiled library surface.
