Configuration settings

SAIF.Business.Policy.Correspondence reads one direct runtime setting, ImagingApiUrl, through AppGlobal.EnvironmentService.GetConfigSetting(...). The value is used to construct a shared ImagingClient for endorsement-image reconciliation and is cached for the lifetime of the process.*
