Persists and retrieves the rating plan in effect for a policy period, implementing iPolicyPeriodRatingPlan; holds ER Mod, SARAP factor, claim rating factor, type code, and implementation reason code. Factory methods NewPolicyPeriodRatingPlan and GetPolicyPeriodRatingPlan provide create/read access; GetLatestPolicyPeriodRatingPlan resolves the current active plan.*
