## Steps
1. Execute `GetELCBStatusSQL`: `SELECT emp_liab_stat_code FROM POLICY_PERIOD_EMP_LIAB WHERE policy_num = :policy_num AND policy_period_eff_date = :pp_eff_date AND prem_adjustment_eff_date <> prem_adjustment_exp_date`.
2. Set `m_HasELCB = (result IsNot Nothing)` ([BR-021](../business-rules.md#br-021-elcb-applies-when-liability-rows-span-a-non-zero-range)).
3. Return the status code to the caller.
