# SAIF.Business.Policy.Rating overview

`SAIF.Business.Policy.Rating` is the rating reference-data and rate-calculation layer beneath `SAIF.Business.Policy.Premium`. It retrieves published manual-class, factor, discount, and policy-period data, then exposes BOF business objects and helper modules that higher layers use to compute premium and validate rating inputs.

## Purpose
- Supply the public rating-domain objects, collections, enums, and helper modules used to retrieve published Oracle rating data and compute class rates.
- Keep manual-class, factor, discount, and period-context logic in a lower package so premium-calculation consumers can reuse it without circular dependencies.

## Responsibilities
- Retrieve manual-class, rate-file, paragraph, federal-coverage, rating-plan, and statistical-premium reference data.
- Provide factor objects and extension methods that compose base and adjusted rates.
- Assemble period-level rating context from WCIS and legacy non-WCIS policy-period sources.

- `clsManualClassBase` / `clsManualClassDetail`: published manual-class data
- `clsRateFileMaster`: rate-file selection and key generation
- `ClassRateExtensions`: rate-composition logic
- `clsPeriodRatingInfo`: period-level rating context
