clsBenefitJurisdictionCodeMap

clsBenefitJurisdictionCodeMap is an extended code map that loads and caches the BENEFIT_JURISDICTION_CODE reference table, translating persisted code/code_descr rows into BenefitJurisdictions enum values. Construction is Friend-scoped, so callers obtain the singleton instance through the shared CodeMaps.GetBenefitJurisdictionCodeMap factory method rather than constructing it directly.

Purpose

• Load the BENEFIT_JURISDICTION_CODE table via select code, code_descr from BENEFIT_JURISDICTION_CODE and populate an in-memory map keyed by the persisted code.
• Translate only the recognized codes ("S" → State, "F" → Federal) into the map; unrecognized codes are not added, per BR-POL-014.
• Cache the loaded map until an explicit refresh is requested through the shared factory method, per BR-POL-013.
