## Failure and edge-case behavior
- `PolicyMinimumPremium` suppresses Oracle exceptions and returns a defaulted value.*
- Unknown translation codes return unassigned/default enum values instead of raising.
- Hazard-group retrieval is intentionally read-only and exposes no persistence path.
