Steps

1. Check the shared cache and create a new map only when the cache is empty or refresh is requested.
2. Load SQL-001 from BENEFIT_JURISDICTION_CODE or SQL-003 from MANUAL_CLASS_TYPE_CODE.
3. Populate the map only for the explicitly supported codes and ignore all others.
4. Apply related business rules: BR-POL-013, BR-POL-014
