## Steps

1. Construct the collection criteria object and delegate retrieval to the BOF data-access layer.
2. In `BeforeRetrieve`, assign [SQL-002](../sql/SQL-002-saif-business-policy.md) and bind `EffectiveDate` against [HAZARD_GROUP](../database-tables.md#hazard_group).
3. After execution, iterate the returned reader and load one `clsHazardGroup` per row.
4. Return the populated collection with editing disabled so the data remains read-only.
5. > **Origin:** Retrieval orchestration and object lifecycle callbacks are supplied by `SAIF.Framework.Core`.
