Steps

1. Evaluate the input with the appropriate Select Case conversion function.
2. Return the matching enum or code string for supported values.
3. Return the unassigned/default enum member or an empty string for unsupported values.
4. Apply related business rules: BR-POL-003, BR-POL-004
