TitleCaseExtensions

TitleCaseExtensions is a public module (defined in the Extensions region of TitleCase.vb) providing extension methods on String for title-casing, proper-casing, capital-letter padding, array-level case conversion, and numeric-only checks.

• ToPadCapitalLetters's dependency on the external PadCapitalLettersFormat type means its exact behavior cannot be fully verified from this library's source alone.**
• ToLower/ToUpper operate element-wise on an array and return a new array; the source array is not documented as being mutated in place.*
