Auto-generated strongly typed accessor for localized strings compiled from `Common_BusinessRules.resx`.

## Behavioral notes

- The generated `ResourceManager` property lazily creates and caches a `System.Resources.ResourceManager` for the resource set.
- Each string property retrieves a localized value by key through `ResourceManager.GetString(...)`.

- The `Culture` property overrides the thread UI culture for lookups performed through this specific resource class.
- Member names are regenerated from the underlying `.resx` file when the project is rebuilt.
