`packages.config` is present but contains no package entries, so this library's direct implementation dependencies come from the .NET Framework and the generated resource assets compiled into the project.

## Dependency risks and notes
- Generated resource classes depend on the corresponding `.resx` files remaining in sync with their `.Designer.vb` accessors.
- `ResourceViewModelMapper` requires source and destination types to be constructible through `Activator.CreateInstance(..., True)` and to expose same-name properties of the requested type.
- `app.config` registers Oracle provider metadata and assembly binding redirects, but the library's own `.vb` files do not execute database access code.
- `Resources\web.config` is packaged as content, but the library's own `.vb` files do not read its application settings or security-module registration.
