# HoverLabel

`HoverLabel` renders a small trigger label paired with a headerless `HoverPanel` popup, giving pages a lightweight way to attach arbitrary hover content (not necessarily help-related) to any label-sized trigger.

## Purpose
- Provides the simplest hover-content pairing in this library: a label trigger and a content-only popup, with no database dependency and no header row.

## Constraints and usage notes
- Use `HoverPanelControl`/`HoverHelpControl` instead when a header row above the popup content is required.
