# HoverPanel

`HoverPanel` is the foundational, content-only hover-popup control in this library, built on the AJAX Control Toolkit's `HoverMenuExtender`. It is composed into `AutoBindControlAncestor` (for validation-error display), `HoverLabel`, `HoverPicture`, and `HoverHelp` (via `HoverPicture`) as the shared popup-rendering primitive.

## Purpose
- Renders a borderless `Panel`/`Table` popup anchored to a target control via `HoverMenuExtender`, only when `ContentText` is non-empty.
- Provides the shared popup mechanics (`TargetControlId`, `PopupPosition`, `PanelWidth`) reused by every other hover control in this library, either directly or by composition.

## Behavioral notes
- `RenderContents` wraps the `HoverMenuExtender.RenderControl` call in a `Try/Catch` that silently discards any rendering exception* — a rendering failure in the extender produces no visible error to the page.
- Sets the popup panel's CSS `Z-INDEX` to a very high value to ensure it renders above other page controls.

## Constraints and usage notes
- `TargetControlId` must reference a valid control's `UniqueID` on the same page for the hover popup to trigger correctly.
