# HoverPanelControl

`HoverPanelControl` is the headered variant of this library's hover-popup family — it renders a title/header row above an indented content row, unlike the plain `HoverPanel`. It is composed into `HoverHelpControl` to give static help popups a visible "Help" title bar.

## Purpose
- Renders a two-row popup table (header row + indented content row) anchored to a target control via `HoverMenuExtender`, only when `ContentText` is non-empty.
- Provides a configurable content indent (`ContentIndentPixels`) so the content row visually aligns under the header.

## Behavioral notes
- Only renders the header cell's label control if `HeaderText` is non-empty at `CreateChildControls` time — an empty header still reserves the header row/cell in the table layout*.

## Constraints and usage notes
- `TargetControlId` must reference a valid control's `UniqueID` on the same page for the hover popup to trigger correctly.
