# BannerControl

Renders the shared Business Online site banner by loading `/Resources/SiteBanner.xml` and substituting placeholders for the page title and dynamic links, with separate print and internal/external display variants [BR-V2-004](../../business-rules.md#br-v2-004-banner-markup-is-xml-driven).

## Purpose
- Loads and interprets the XML banner definition rather than hard-coding markup [BR-V2-004](../../business-rules.md#br-v2-004-banner-markup-is-xml-driven).
- Suppresses all output when the banner path cannot be resolved or when the control is in design mode [BR-V2-003](../../business-rules.md#br-v2-003-missing-banner-definition-suppresses-all-rendering).

## Behavioral notes
- In design mode, renders a static placeholder `<div>` instead of evaluating the XML banner*.

## Constraints and usage notes
- Requires the banner definition XML to exist at the resolved site path; the control cannot self-recover if the file is missing [BR-V2-003](../../business-rules.md#br-v2-003-missing-banner-definition-suppresses-all-rendering).
