Translation notes:
- `FirstOrDefault()` after `OrderByDescending` → Oracle10 `ROWNUM <= 1` wrapper around the ordered inner query.
- The whole `Appeal` entity is loaded. `AssignedAttorneyEmplid` (`ATTY_EMPLID`) is read in memory (line 87).
