Translation notes:
- `ContactMap` uses a composite key: `LOC_SEQ_NUM` (the `Id` property), `CONTACT_TYPE_CODE` (`ContactType`), and `CONTACT_EFF_DATE` (`EffectiveDate`).
- The method returns `IQueryable<Contact>`; execution is deferred to the caller.
