Translation notes:
- Composite key `POLICY_NUM` + `TEAM_FUNCTION_CODE` (`PolicyTeamFunctionMap.cs:12-14`). `USER_NAME` is the FK of the lazy `WcisEmployee` reference, which is not joined.
