- `ReportId` is the entity Id mapped to `PAYROLL_SEQ_NUM` (`PolicyPeriodPayrollAuditMap.cs:13`), not `REPORT_PACKET_SEQ_NUM` (line 14, `ReportPacketSequenceNumber`).
