SQL-239: Retrieve OtherStatesPolicy via GetOscPolicyById¶

This ORM statement retrieves a single OtherStatesPolicy (an other-states-coverage policy) by its primary key, via IUnitOfWork.GetRepository<T>(), executed from Services/SAIF.Services/Policies/Certificates/Information/CertificateInformationDataHelper.cs (L39).
