SQL-263: Retrieve Policy via FillPolicy

This statement loads a single POLICY row by its identifier (policy number), used to attach the policy entity to a released, agency-delivered SAIF document before it is batched for output. It is issued via IRepository<Policy>.Get(id) from PolicyDocumentsBatchService.FillPolicy at Services/SAIF.Services/OutputDocuments/PolicyDocumentsBatchService.cs:368.
