AdjustedRates¶
Publishes the neutral adjusted-rate factor constant used by factor implementations when BR-POL-001 says a factor does not apply to the current provider.
Purpose¶
- Give adjusted-rate factor code one canonical neutral multiplier value.
- Keep the non-applicable-factor convention visible in a shared module instead of duplicating the literal
