clsNonEmployerAccount represents a non-employer account (address/contact) record, keyed by account number, retrieved via inline Oracle SQL against NON_EMPR_ACCT (SQL-VP-032).

Purpose

• Retrieves a non-employer account address/contact record by account number via SQL-VP-032.
• Enforces that the account number must be non-zero to be considered valid (BR-VP-014).
