SQL-VP-004 Retrieve affiliated-policy list for a policy

Retrieves the set of policies affiliated with a given policy, populating clsAffiliatedPolicyCollection. The returned rows are filtered in-memory in AfterRetrieve by agent number/agency sequence number (see BR-VP-013).
