Failure and edge-case behavior

• ImageMovePopup: non-"SAIF"-domain callers are denied claim-security access outright regardless of any per-claim resource membership (BR-IMG-004).
• NotifyPopup / ImageMovePopup notify capture: invalid or past-dated Notify Date blocks confirmation and returns focus to the offending field (BR-POPUP-003).
• TODOPopupControl: an unresolvable Mail ID keeps the popup active and flags the field with an error CSS class rather than raising ConfirmAction (BR-POPUP-004).
• EFTPopup.EditNotifyControls() is a no-op validation stub that always returns True — whether this is intentional (validation deferred to the hosting page) is unconfirmed*.
