Configuration settings

SAIF.Services.Appworx exposes no externally configurable application settings of its own. Its configuration surface is limited to the Oracle ODP.NET provider registration in App.config/Web.config, plus two hardcoded (non-externalized) Oracle target identifiers used only when a caller opts into the non-production environment override.
