Steps

1. GetProfiles returns all profiles, and an active subset filtered by ExpirationDate.
2. InsertNewProfile adds a new attorney profile row.
3. OnWrite saves the profile collection, then reloads it.

4. AttorneyProfileReport builds an XML report payload.
