Steps

1. If IsInAdminGroup → bypass all further checks.
2. Else if the claim IsWorkerConflict and HasLegalConflictAccess → allow.
3. Else if the claim IsExposure and HasLegalExposureAccess → allow.
4. Else if CheckForSecurityOverride() succeeds → allow.

5. Otherwise set Message = ClaimAppConstants.ERRORCONFIDENTIALCLAIM and m_CanViewClaim = False.

6. Primary rules: BR-001, BR-002, BR-003
