Steps

1. Load hearing location codes (inline SQL, cached).
2. InsertNewLocation defaults RequiresFullDayFlag = False, RotationFlag = False, CreateDate = Today, CreateUser = DPI.UserID, and invalidates the LocationCode cache entry.

3. DeleteLocation is guarded by CanDeleteLocation.

4. Primary rules: BR-050, BR-051
