AppConstants

AppConstants is the abstract root of the constant-set hierarchy every domain application layer extends (e.g. SAIF.Application.Claim/ClaimAppConstants) to add its own literals alongside the one organization-wide value defined here. It carries no behavior, only a single shared string constant.

Purpose

• Supplies SAIFVALUE, the canonical organizational literal, so every derived domain constant class shares one definition instead of re-declaring it.
• Establishes the inheritance point (MustInherit) domain layers use to add their own constants without duplicating this one.
