File creation / mailing

Builds legal case evaluation (LCE) records for selected legal cases and stamps the file-create/mailed date used to track the file-creation deadline.

Steps

1. Caller supplies the mailed date and the set of cases to process.
2. UpdateCreateFile(inDPI, mailedDate) builds an LCE record per case and computes the file-create due date (BR-CF-001).
3. The mailed date is stamped on the case's file-creation tracking fields.
