BenefitJurisdictions enumerates the recognised benefit jurisdiction codes (Unknown, State, Federal) that clsBenefitJurisdictionCodeMap maps from BENEFIT_JURISDICTION_CODE rows; its doc comment notes it was generated from that table in the WCISDEV1 instance.
