Constants

Constants is a static container of literal values shared across the policy domain — a service-center contact identity and flag/date sentinels used by callers that need consistent literals without redefining them locally.**

Purpose

• Centralize the SAIF service-center email address and mail id so consuming code references a single definition instead of duplicating the literal.
• Provide shared Y/N flag literals (TRUE_FLAG, FALSE_FLAG) and a minimum submission entry date sentinel for use across the policy domain.
