SQL-011 Policy minimum premium

Calls the Oracle package procedure pk73069_rating_procs.get_minimum_expense_constant to retrieve a minimum premium amount and expense constant for a premium-history set, used by PolicyInformation.PolicyMinimumPremium (BR-POL-008). The procedure body could not be retrieved in this environment.**
