Resolves the human-readable category description for a Coverage B task, caching the code-table lookup at the collection level to avoid a per-row read.

Steps

  1. If the task is a child of a collection, delegate to Parent.GetCategoryDescr(CategoryCode), which lazily loads and caches one clsTaskCategoryCodeCollection for source COVB — one code-table read per collection rather than per row.
  2. If the task is standalone, load the category collection directly and return the matching description.
