Applies and validates a new task assignee, including dynamically registering the external RTW rule.

Steps

  1. Trim and uppercase the value; if it changed, MarkDirty(), set MailIdNeedsValidation = True, and call CheckRules("TaskUser").
  2. Rule evaluation runs BR-CT-03, which may register BR-CT-06 dynamically for external RTW users.
  3. If only external access is held: BR-CT-06 is registered and re-evaluated on subsequent validation.

Failure and edge-case behavior

  • Assignee lacking both CTTaskUpdate and RTWExternalUpdate fails validation per BR-CT-03.
