clsLegacyIDBase

Provides the shared legacy-ID allocation pattern for bill-domain business objects that inherit from it. Derived classes declare a LegacyIDType, and the base helper requests the next corresponding legacy sequence number.

Purpose

• Requires derived bill objects to declare which legacy ID type they use.
• Retrieves the next legacy sequence number for that declared type.
• Tracks whether the object is using a legacy-generated identifier.
