Dependency risks and notes

• EAIP billing and wage-subsidy logic depends on claims.eaip.fs2360.rate and claims.eaip.wagesubsidyrates, and the configuration analysis found no local defaults for those keys.
• The library mixes package-managed stored procedures with at least one inline insert path for EAIP_PERIOD_TIMECARD, so schema or package changes must be validated across both access patterns.
