User (legacy helper source)¶
User is a small helper type retained in User.vb that composes a local composite identifier from policy and business-online user input.
Purpose¶
- Create the local composite identifier used by the legacy helper source file.
- Reject oversized composite IDs before the caller can persist or transmit them.

User.vb, so this helper is documented as a retained source artifact rather than compiled library surface.
