Steps

  1. Execute SQL-005 as a scalar function call against DUAL.
  2. Bind the policy number and let Oracle resolve submission ownership.
  3. Convert the returned flag to Boolean and map it to WCIS or SAIFQuote.
  4. Apply related business rules: BR-POL-010, BR-POL-025, BR-POL-026
