Steps

1. Construct the collection criteria object and delegate retrieval to the BOF data-access layer.
2. In BeforeRetrieve, assign SQL-002 and bind EffectiveDate against HAZARD_GROUP.
3. After execution, iterate the returned reader and load one clsHazardGroup per row.
4. Return the populated collection with editing disabled so the data remains read-only.

5. Origin: Retrieval orchestration and object lifecycle callbacks are supplied by SAIF.Framework.Core.
