SOAP client proxy documentation

This proxy calls the external clsCAServices† address-cleansing service and is carried inside SAIF.Services, a packaged class library that ships in the SAIF.SAIFCode.Core NuGet package; three authored adapter types wrap it, but no production code in this repository constructs those adapters — the only exercise found is in unit tests.
