SOAP client proxy documentation

This proxy calls the external WSLogging† ASMX service to record error entries; it is consumed by SAIF.Services.Web.Proxies, and its one in-repository caller is EnvironmentApi.SAIFExceptionLogger, the global IExceptionLogger for the EnvironmentApi Web API project, which references the proxy library through a binary HintPath rather than a project reference.
