Steps

1. Identical scaffold to Policy period expiration date, using SQL.PolicyPeriodARD (SQL-009).
2. Selects anniversary_rate_date from the same UNION of POLICY_PERIOD / POLICY_PERIOD_NON_WCIS (BR-POL-010).
